A CFM is an individual who has through education, training and experience gained sufficient expertise in the fields of floodplain management, and the National Flood
Insurance Program (NFIP) to pass either a national examination given by the Association of State Floodplain Managers (ASFPM) or a state certification exam
where available. Certification attests to the individual’s knowledge and ability to work in the areas of, but not limited to, program regulation, map interpretation,
program appeals, project compliance, construction standards, mitigation, flood insurance .and the Community Rating System (CRS).
CFMs may be found in federal, state and local government offices as well as the private sector. Within the private sector, CFMs may also be identified as but not
limited to planners, consultants, professional engineers, and licensed land surveyors.
